This paper began as our kickoff announcement to launch my campaign for nomination to the U.S. Congress from the 12th Congressional District in Illinois. It will now be enlarged to explain in more detail, our vision for America and the roll our Congress person should play in making that vision a reality. I will never be able to say all that needs to be said, nor say it as well as it could be said. I will never be able to do all that needs to be done, nor do it as well as it could be done. But if I wait for everything to be perfect, the journey will never begin. Time and events do not wait for perfection, so it is that I must shove off from shore with an expectation of reaching the destination. It is my fervent prayer that God will guide and protect us on this journey. During the course of this campaign, I will identify core problems plaguing America. Each of these problem areas are complex and will require a dedicated presentation for each to document the problem and justify the concern expressed by this campaign. Please keep in mind that when I criticize failed or misguided policies of government, I do not condemn government at large. I am not anti-government. If I were, I would not be running for Congress. But I am against privileged, scandalous, closed, bloated, inefficient, intrusive and oppressive government. When I criticize failed or misguided policies in the private sector, such as our public school system, do not think that I am anti-education or anti-teacher. I am pro-education, pro-teacher and pro-administrator as long as those teachers and administrators are on the side of the parents and students and as long as they are pro real education versus pro-system. I am also pro-taxpayer who foots the bill for public education. Its time the taxpayer received a return on their investment in public education. Our cause will not concern itself with what is Politically Correct. Our concern is with what is Constitutionally Correct and in the best interests of America and ALL of the American people. The David Sadler for Congress campaign will call attention to the schemes and swindles foisted upon the American people over many decades of unfulfilled political promises and misguided foreign and domestic policies. The condition of Southern Illinois and Metro-East is tangible testimony to the broken promises and the failures of kept promises and misguided policies. These failures are apparent in the district's silent coal fields - its closed and faltering steel works - the exodus of its manufacturing to Mexico and Red China - the collapse of the educational system in certain areas - and its diminished tax base and a populace that pays for a perpetual state of war while having to neglect its own pressing domestic needs. I will address the national and international issues as well as the local issues. The U.S. Congress makes laws and endorses policy that affects the nation and the world. No longer can Americans vote the interests of their CD to the exclusion of the other 434 CDs. A Congressional vote in the 3rd Congressional District of Missouri affects the people of the 12th Congressional District in Illinois. Voters decry pork-barrel politics - knowing it is not the way to run our government. Why then, are the same voters 'led' to measure their politicians' production by the pork they 'appear' to bring home? The media decries pork-barrel politics, but local pork always earns the politician the front page and 20 seconds on the five o'clock news. How often do we ever consider the affects upon our communities of votes cast by Congress that have national and international implications? It is time for all of us to consider these effects. It is time to shake off the slumber we have been lulled into. It is time to pay attention to what is going on around us in this nation and the rest of the world. It is time to pay attention to what we are doing to ourselves, and what we are allowing to be done to us in the name of 'pocket-book politics', 'Free Trade' and other political scams. FAIR TRADE, PROSPERITY & LIBERTY Consider America's foreign trade policy - this so called 'Free Trade' policy supported by majorities of both parties. Look around you. Free Trade isn't free! It isn't even fair! America became the industrial giant of the world during the 20th Century with tariffs on imported goods. Then came the Globalist, anti-American trade scheme with the nice sounding label 'Free Trade.' Almost instantly, the deindustrialization of America began. As our factories, manufacturing and industries began moving out of the U.S. to 3rd world socialist and communist countries like Mexico and Red China - taking our jobs and standard of living with them - we were reassured by our politicians and their partisan economists that America would prosper under the New Economy. We were going to become a 'Service Economy.' Many of our counties are trying to cope with a shrinking tax base. I see people who once had one job that paid the bills and provided a pension and medical insurance now working two or more jobs without pensions and benefits. I see a lot of part time work approaching, but not quite getting to, 40 hours per week. I see and feel a lot of fear and uncertainty in our work force. Look around - you will see these things too. It's time for America to wake up! This so-called Free Trade is benefiting someone, somewhere, but it isn't here and the beneficiaries are way above our pay grades and income levels. Free Trade is deindustrializing the U.S. and exporting our jobs. Free Trade is a threat to our nation's standard of living and our economic and sovereign national security. Americans pay with the purchase of each USA made product and each flip of the light switch for the cost of laws that provide for clean air, clean water and clean soil. Americans pay for OSHA workplace safety laws, labor laws and union labor rates and benefits. American products will NEVER be able to compete with 3rd world nations that have none of these laws that adds to the cost of their products. Think and look around! Don't let the TV or your boss or your union officials or your politicians think for you. On one hand you see factories and industry and the jobs that go with them disappearing! This includes the real service jobs in the surrounding communities that serviced and supported the factories and industry. On the other hand, you hear politicians promoting pleasant sounding labels and promises - 'Free Trade' - 'Service Economy' - 'Global Economy!' Here's the question: How's your community and its job market looking after 30 years of Free Trade? Have you had enough of this new service economy yet? Are American truck drivers ready for the onslaught of NAFTA-empowered truck drivers from Mexico on U.S. highways taking your jobs? I will add my voice to those in WDC that see the folly of this anti-American trade policy. I will not cater to so-called targeted trade relief - favoring only those affected in our district and ignoring those affected in neighboring districts. I will join the fight to roll back this anti-American trade scheme across the board, because as America goes, so goes our district! This isn't coal and steel versus grain and beef. This is Americans FOR Americans. We are all in this together. For this brief discussion, we can say that business falls essentially into two major categories - domestic and multinational. Multinational business has loyalty to no country. It will move to the most suitable (profitable) area of the globe irrespective of the needs of the United States and its citizens. The second major category of business is domestic. This community, for the most part, is confined to the borders of the U.S.. These businesses may engage in international trade, but they do not pick up and move offshore or across the border to maximize profits at the expense of American jobs and national security. Multinational businesses are not to be condemned for trotting the globe in search of maximized profit, but their global economic model should not dictate the domestic business trade policy of the United States. Here's why. This is America. We are not new age citizens of the world. We are citizens of the United States. We live here - not over there. Our businesses, homes and families are here - not over there. The business model of the U.S. must be such that the sovereign national interests, both domestic and foreign, are serviced by our policies, laws, regulations and treaties for the benefit of Americans living and working in the United States. If American business wishes to be governed and regulated by some confederacy of Canadian, Mexican, Central and South American states, such as the EU (European Union) model, it will get its chance since there is already talk of an AU (American Union) by the year 2005. The global trend is certainly in the direction of currency and economic consolidation. Left unchecked, this consolidation will lead to the dissolution of all sovereign national trade policies in favor of multinational and global trade policies. At this point, the national sovereignty of the United States will be but a memory. I will fight this attempt to destroy American economic sovereignty. I'm asking the supporters to join me in this fight and help empower me with the Congressional vote from the 12th CD/IL. Domestic business cannot survive the policies of the 'New Global Economy' crowd any more than it can survive the dictates of domestic groups wishing to dictate extremist conditions to business about how it should operate. American business is being squeezed by environmentalists, regulators, the PC crowd, social engineers, partisan economists, politicians, special interests, competitors with superior political clout, and now, by the Globalists who have no affection for sovereign nation states and their troublesome national laws regulating imports/exports. The problems faced by America are due, in large part, to the in-fighting and tug-of-war fellow American special interests have traditionally engaged in seeking special political consideration and privilege over the decades. But the national business environment has changed. American domestic business must take a higher view of the nation in relationship to the rest of the world. This is no longer about American steel versus American beef, or American coal versus American nuclear. This is about America versus the world and the growing power of the Globalists to dictate trade policy and economic conditions to everyone - everywhere. I urge the voters of this district to fight along with me for the interests of all Americans against the tide of stifling conformity and subjugation to this new globalist economic model. I will fight for trade policies that are fair to the American domestic business community that provides jobs for Americans and to the American employees that makes American business run. I will fight to prevent business from being overwhelmed by groups bent upon its destruction, whether though taxation, regulation, legislation, treaty, Presidential fiat or International decree. Business means jobs, and jobs mean prosperity. Business needs employees and employees need business. It is clear we need each other. Let's start acting like it and get on with reestablishing our national economic sovereignty while there is still time. "A REPUBLIC IF YOU CAN KEEP IT" In September 1787, Independence Hall in old Philadelphia was the scene of a most remarkable event - the birth of the United States under the U.S. Constitution. As Ben Franklin was leaving the constitutional convention, a young woman approached and asked, "Well, Dr. Franklin, what have you given us?" Franklin replied, "A Republic-if you can keep it." This campaign and our common cause is about 'keeping' the Republic bequeathed to us by our ancestors. In short, if you should wonder what this campaign is about, I will reply, "It's about freedom." Without liberty, the Constitution is but a scrap of paper and the American flag is but a piece of cloth. To those traditional politicians who say all politics is local or that, "It's the economy, Stupid," I will remind them that there is no prosperity without liberty except for the politically privileged and the ruling elite. Those average Americans who wish for themselves prosperity best cling to their liberty or they will have neither. Our cause does not concern itself with what is PC. Our concern is with what is Constitutionally Correct and in the best interests of America and the American people. This campaign is not a cheering section for the good. The good will take care of itself. Our cause is a problem solving task force so the good can be preserved and enlarged. If everything were wonderful, I would not be running. If there was someone else from this district seriously dedicated to helping solve America's core challenges, I would withdraw to my private life. So during the course of this campaign, if I don't smile enough, or if I seem too serious at times, it is because I regard this as very serious business. The American Dream is in jeopardy. Our children's liberty and prosperity are in the balance. PREREQUISITES FOR LIBERTY - A sovereign United States - A literate and knowledgeable public - A culture of liberty and prosperity - The U.S. Constitution intact and in effect - Open, accessible and accountable government - Self-sufficient National Security Infrastructure A Sovereign United States Without a sovereign United States, all hope of liberty is lost. American sovereignty is under attack as we speak and it has been for a very long time. The constant pounding is beginning to take its toll. When our leaders advocate a borderless economy, they are advocating the forfeiture of American economic sovereignty. When our leaders advocate Free Trade and the WTO they are advocating the forfeiture of American control over its own authority to regulate commerce even inside U.S. borders. When our leaders advocate world courts, they are advocating the forfeiture of the American judicial system. When our leaders advocate UN military action or growth in the UN military forces, they are advocating the forfeiture of an American military under American control for American self-defense in favor of a world military under UN control for whatever purposes the UN decides. The various groups that advocate the forfeiture of American sovereignty and control over its own internal affairs are called Globalists. They are very outspoken and bold about their agenda. They publish their agenda in the major press and their own publications for all to see. Anyone who criticizes the globalist agenda is branded as either 'isolationist', 'leftist' or 'terrorist.' The truth is that tens of millions of conservative Republicans, Democrats and Independents oppose the globalist agenda. Globalism is not Republicanism. Globalism is anti-Americanism. It is a threat to the national sovereignty and security of the U.S. and to the high standard of living enjoyed by Americans. Good luck getting that message out over national media. But I have faith that our local media will carry the message as I will deliver it during the course of this campaign. Our presentations on this matter will include press accounts, websites and video clips from all over the world. A Literate and Knowledgeable Public "The nation that expects to be ignorant and free . . . expects what never was and what will never be." -- Thomas Jefferson -- Our system of public education (K-12) is totally unacceptable. The state has assumed too much control over the precious educational opportunity of its citizens who, for the most part, have only one shot at a descent education. We are 20 years past the release of the landmark report on the American education system that said, "The educational foundations of our society are presently being eroded by a rising tide of mediocrity that threatens our very future as a Nation and a people . . . If an unfriendly foreign power had attempted to impose on America the mediocre educational performance that exists today, we might well have viewed it as an act of war. As it stands, we have allowed this to happen to ourselves." -- National Commission On Excellence in Education report 'A Nation At Risk' -- Since this report was issued, the system has actually degraded as Americans have poured billions upon billions of dollars into the current system. Property taxes go up and test scores go down. The system is profiting from the current status quo but our nation is not. The old politics of rewarding failing government programs and institutions with more of the taxpayers' money has run its course. We are out of time. We must act now to break the state monopoly on education. We must reestablish the right of the parent or guardian to direct the upbringing of their children. We must free the children from the government educational plantations that in many cases condemn our youngest citizens to a life of struggle for lack of knowledge and deprive them of the skills necessary to acquire knowledge. We must appeal to the system to 'let the children go.' This campaign will advocate School Choice, which includes home schooling, private sector schooling and government schooling. School Choice is nothing less than the freedom of a parent or guardian to control their own child's upbringing without undue influence and control from the state. It will be essential that along with School Choice, government strings are not attached. State intrusion into the affairs of private sector and home schools negates the intent of School Choice and will not be tolerated. Those advocating such a stance will be shown to be advocates of the current system. Parents and community members must stand up and oppose the social-engineers' agenda as espoused by people such as Charles Potter who said, "Education is . . a most powerful ally of humanism. What can the theistic Sunday schools, meeting for an hour once a week, and teaching only a fraction of the children, do to stem the tide of a five-day program of humanistic teaching?" -- Charles Francis Potter, "Humanism, 1933, A New Religion" -- When we become aware of the greed of special interests at the expense of our children's one shot at an education, we must stand up and say, enough is enough. "Building better schools is Union work." -- Printed on the carry-on of an employee of Washington Teachers' Union; Local 6; AFT; AFLCIO?; While deplaning at BWI airport in Baltimore. -- Building better schools is NOT union work, it is the work of parents, guardians, teachers and administrators in a free domestic market. If the unions want a part of it, they had better start putting the student and the parent before the system and before their lust for power, control and other people's money. These are our children, these are our educational tax dollars, this is our nations' collective future brain trust. This is not a decision for unions, educrats, politicians and bureaucrats. This is a parental decision. I will dedicate myself to returning to the parent the control of their very own children that has been stolen from them by the state over many decades of slow encroachment. This will have the side benefits of letting teachers actually teach instead of being made juvenile control officers and medical personnel. It will also provide the taxpayer with a return on their investment in the form of an educated public. Again, our campaign's presentations on this matter will include audio-visual aides. We will target those communities hardest hit by teacher strikes, by failing schools and by over-taxed citizens. We will bring the message to the Metro-East area that has some of the worst schools in the nation. We are coming to offer our help to those communities. A Culture of Liberty and Prosperity An educated populace alone will not preserve our Republic. A culture that does not cherish its liberty will give up its sovereignty and relinquish all control of its affairs to inaccessible, unaccountable tyrants and dictators. Almost half of Americans polled in 2000 were not ready to support the U.S. Constitution. What does this tell us about (1) our system of education, and (2) our ability to transfer traditional American core values to our immigrants? Now be careful here. I'm not calling Rep. Richard Gephardt a tyrant or dictator, but what is he thinking when he said, "We're in a new world where we have to rebalance freedom and security ... We're not going to have all the openness and freedom we have had." -- House Democratic Minority Leader Richard A. Gephardt, D-Mo. Commenting on the aftermath of the 9-11 attack on America -- I have a message for House Minority Leader Gephardt, "Freedom is not the problem! The U.S. Constitution with its Bill of Rights is not the problem. Secure borders are not the problem! The Freedom of Information Act is not the problem." I intend no disrespect to the Minority Leader, but I can't disagree with Rep. Gephardt more. He is wrong. Millions of Americans are offended and frightened by his remark. This is the U.S. House Minority Leader saying Americans must give up their freedoms and conceal the People's government from the people themselves! Has Rep. Gephardt forgotten his Congressional oath of office to, "support and defend the Constitution of the United States against all enemies, foreign and domestic?" Instead of defending the Constitutional liberties of Americans, he is telling us point blank that we need to give up our open government and our freedoms. What is he thinking? I'm concerned not knowing how many others in our Congress think the same as Rep. Gephardt. I encourage someone across the river in Rep. Gephardt's 3rd district to challenge him for office in the year 2004. Have him explain his remarks in debate for all in America to hear. Can you see how serious our nation's situation is? Half the people are willing to consider doing away with the Constitution, and Congressional leaders are willing to do away with open government and our Constitutional liberties. We've only just begun. It gets worse for liberty. To hear and see what our leaders have been saying will make one tremble. The truth of the matter is before our eyes. Will we deny the truth when it is so plainly visible? Will we fail to act when the cause is so clear? The U.S. Constitution Intact and In Effect If we have a sovereign nation and a knowledgeable public desiring liberty, we then need suitable founding documents to guide our nation. Thankfully, we already have this. The U.S. Constitution does not need changing. It simply needs to be honored and served by those who, at any one time, comprise our government. The Constitution is taking a pounding and has been for decades. It has been superseded in many ways by Presidential Executive Orders, unconstitutional legislation, treaties, bureaucratic rules and regulations and an activist judicial system. Top leaders of both parties as well as high-profile government officials and think-tank operatives insist that the Constitution was great in its day, but that it is outdated and unsuitable for the 'new' way of doing things. There are many attacks from many different quarters upon the Constitution. During this campaign, almost every presentation will be linked to the destruction of the Constitution whether the talk is about trade, drugs, Bill of Rights, education, justice, law enforcement, property rights, freedom of speech, right to keep and bear arms or privacy. The attacks on the Constitution don't stop there, but I will for now. Let me preview this campaign theme by pointing out that our system of checks and balances established by the Constitutional concept of separation of powers has been freely and effectively forfeited by the U.S. Congress. Congress is not doing its job. It has lost its nerve to stand on principle. It has lost its will to enforce and abide by the U.S. Constitution. It is in direct violation of its sworn oath of office. The Congress, by and large, is now content to take its pay, privilege and pork in exchange for NOT exercising its Constitutional duties and powers. The Constitution hasn't changed, but the three branches of government have. Keep in mind that the recently passed USA Patriot Act was not presented to or read by Congress prior to the vote. My opponent, Mr. Costello, voted for this bill without first reading it. He was not alone. What are we paying these people to do - be a high-priced and privileged rubber stamp? "...but the bill definitely was not available to members before the vote." -- Rep. Ron Paul, (R-TX) -- " ...a violation of the First Amendment right to free speech and the Fourth Amendment protection of private property ..." -- Rep. C.L. "Butch" Otter (R-Idaho) -- "I took an oath to support and defend the Constitution of the United States, and I'm concerned that voting for this legislation fundamentally violates that oath. And the contents of the legislation have not been subjected to serious hearings or searching examination." -- Bernie Sanders (I-VT) -- Among other 'terrorist' prevention methods, the law has outlawed barter. Americans can no longer barter. Do you feel safer now? The USA Patriot Act attacks many areas of our private lives in the name of fighting terrorism. I will discuss this new law in some detail when my campaign wins the primary. Property rights are under attack. The attacking forces include a strange coalition of extreme environmentalists, corporations, government agencies and developers. These particular examples have nothing to do with the USA Patriot Act. Consider recent examples of bio-fraud that was exposed just in time to save thousands of square miles of forest from being declared off limits to public access and use. Had the deception not been discovered, the government likely would have banned many forms of recreation and use of natural resources in the Gifford Pinchot National Forest and Wenatchee National Forest in Washington state." Biofraud attempt jeopardizes study of threatened grizzlies The Washington Times January 7, 2002 http://www.washtimes.com/national/20020107-98672664.htm "Another case of "biofraud" has surfaced in Washington state, prompting lawmakers there to call for congressional intervention . . . it could have tainted a grizzly habitat study in Washington that encompasses 3,600 square miles and, as a result, affected recreation, timber, mining, road construction and other human activities." Such activity does damage to legitimate environmental concerns and is absolutely devastating to local economies and the property rights of private property owners. Now consider an event that began in Oregon last summer (2001) and that will come to a dramatic end one way or the other this summer (2002). Hundreds of farmers were cut off from water by the federal government. Was the motive driven by extremist environmentalism, or was this a federal land grab exploiting a pretext of environmentalism? The Klamath Basin Water Crisis will become a rallying cry for the property rights movement that is ready to explode upon the national scene. These farmers and other property owners like them need congressional help. If elected, I intend to be a vocal advocate of private property rights. If the flood gates have not been opened by the time I assume office, I will personally travel, at my personal expense, to the Klamath Basin and join the protest along with the rest of the Klamath Falls community. This issue affects the property rights of 12th congressional district landowners. We either fight this abuse of property rights in Klamath Falls, Oregon, with the help of others or fight it by ourselves when its evil twin comes to the 12th congressional district. Open, Accessible and Accountable Government If the preceding elements of liberty are in place, we then need open government. When government is not open, abuse of power is not far away. I first became a political activist after the Watergate scandal by joining a non-partisan group called Common Cause. Common Cause later became partisan, and I left it. But in its early days, it was non-partisan and focused on open government issues to make government open, accessible and accountable to the people. Our government of the people, by the people and for the people cannot be those things if the government is not open, accessible and accountable to the people. The following news articles reflect detrimental policy changes that are incompatible with a free and informed society. Republicans do not want a closed government. Closed governments do not translate into liberty. And a loss of liberty means a loss of prosperity. We need to communicate this concern to Washington. Let's send a Congressman to Washington to add his voice to those already there who see the need for Congressional oversight and who will fight to keep our government open, accessible and accountable to the public. Self-Sufficient National Security Infrastructure Defending our liberty from foreign blackmail (embargoes & sanctions) demands that we be self sufficient in all infrastructure necessary to sustain our national security in a hostile world. A few of these would include defense, energy, food/water, transportation, communications and critical industries such as farming, shipping, aviation, space, steel, computer chip manufacture and computer assembly. It also demands that our educational system must produce enough domestic talent to run the national security infrastructure. This is currently not the case. Foreign high-tech workers are designing, building and maintaining our nation's electronic infrastructure that is vital to our national security. This is a risk of the highest order. Our failure to have a national energy policy has limited our ability to meet our nation's energy needs. Our nation most likely possesses sufficient domestic sources of energy and technology but lacks the will and leadership to develop a comprehensive energy policy with a goal of self-sufficiency. This has had disastrous and costly ramifications for the nation by forcing us to obtain our net energy requirements from foreign sources. This has cost the U.S. taxpayer untold billions of dollars in aide and military action overseas, not to mention the risk to our military service personnel and damage to our international image and moral standing. America has become an occupational force in foreign lands to secure our energy needs. This is making us more enemies than we need. The news stories are filled with diplomatic language but the message is clear. The nations of the Middle East are tired of us being there occupying their land. This has become the nation's energy policy. I happened across an interesting quote that someday I would like to put to the test. Then lay a map of civil wars and conflicts on top of that--they coincide." -- Andreas Von Buelow, former German Minister of Defense, German Daily Tagesspiegel, 2002.01.13 -- A quarter century after the first oil embargo, America has gone from being 30% dependent upon foreign energy supplies to a 60% dependency. What have our elected officials been doing to make America energy self-sufficient and secure? Absolutely nothing! It's time for a change. David Sadler will be a vocal advocate of a sovereign national energy policy of self-sufficiency as quickly as possible. The energy production paradigm must change to include new efficient technologies, which will free America from a dependence upon foreign energy sources. Promising technologies such as zero-point energy devices, fusion (even cold fusion), hydrogen fuel cells, wind, solar, domestic oil and coal reserves all point to the ability to become energy self-sufficient as a nation if we plan and strive for it. The point is, there are options to explore. We need a national energy policy that leads to innovation and exploration in the United States. Avoiding Foreign Entanglements Americans are also tired of being drawn into foreign conflicts for political reasons that have raged from ancient times and that have nothing to do with American national security. America must cease being the world's policeman. America must cease fighting Europe's wars. America must cease sticking our military nose in the internal and regional affairs of other sovereign states. We must realign our nation's military mission as our Constitution requires to provide for the defense of the United States . Americans are tired of building up the war machines of dictators and monarchs, only to turn around and wage war against the very war machine we just created, then turn around again and rebuild what we just destroyed. Our nation building doesn't have a good track record. It has cost Americans opportunity for themselves and their families. It has cost American blood, lives and limbs. Americans are beginning to say, 'enough is enough.' We have jobs to do, mortgages and car loans to pay, college to save for. We don't need to be building roads and factories for foreign nations. We don't need to be fighting Europe's wars and policing their hostile disputes. We shouldn't be propping up their Euro currency with our taxpayer's hard earned and thinly stretched dollars. Americans are tired of their tax dollars and their nation's foreign policy being used to create the Noriegas, Husseins and bin Ladens of the world. Let us allow the sovereign nations overseas to sort things out for themselves: - fight their own wars; prop up their own currencies; modernize their own industry and manufacturing from their own pay checks. I ask you now. What did we accomplish in Beirut? In Bosnia? In Kosovo? In Somalia? In Panama? Communist China now controls the entrance to both ends of the Panama canal. It looks to me like the U.S. shot itself in its strategic, national security foot in Panama, as well as in other regions of the world. I am outraged that the U.S. is so heavily deployed around the world that foreign troops within NATO are patrolling American skies in NATO AWACS aircraft. This marks the first time in U.S. history that foreigners are doing for America what the Constitution mandates that Americans do for themselves, namely, "provide for the common defense." National security is the most basic sovereign duty of the federal government in our constitutional republic. Neither Congress nor the president can cede that duty to a foreign nation or body ... NATO has sent five Airborne Warning and Control Systems aircraft (AWACS) to the United States . . . The NATO AWACS are said to be patrolling the U.S. East Coast . . ." Why don't we defend our own skies with our own defense forces? Let's bring some of our quarter of a million U.S. troops home from some of the 141 countries where they are currently deployed to defend our shores from the invading armies and air forces of terrorists? Breaking the Cycle of Build-Destroy-Rebuild Overseas Why continue this cycle of build-destroy-rebuild overseas? Why not begin a cycle of build and invest here at home? Why not a Marshall Plan that invests in America for a change? Instead of struggling American families paying for just one day of the perpetual war, how many scrubbers could America purchase to be installed on coal-fired plants burning American coal, employing American workers, producing American goods and reducing American dependence upon foreign energy sources? For the cost of just one day of the perpetual war, how much could America invest in alternate energy source technology research and development such as hydrogen fuel cells, solar, wave, wind, fusion and second technologies - the so-called zero-point energy devices? What has happened to America? Where is it going? Are you content to condemn your sons and daughters - your posterity - to perpetual war? Are you ready for America to become Europe or Japan? I'm not. The war is now here at home. Let's fight terrorism, but let's also fight to preserve the American Dream, American liberty and American prosperity. 9/11 & the Emerging War Culture I'm joining this fight for what I see as the very survival of a sovereign and constitutional United States, as we are pulled and pushed into this so called global economy and New World Order. Why is it that our Presidents, Generals and Congressional leaders can speak about the New World Order, but when the average person talks about it, people react as though the person is crazy? So I'm not going to talk about it. I'm just going to let our leaders say a few words about it. "There is a chance for the President of the United States (George W. Bush) to use this disaster (9-11 attack on America) to carry out a phrase his father used -- and that is a 'New World Order.'" -- former Sen. Sheehan, NATO Supreme Allied Commander of US Atlantic Command -- Our leaders talk about this New World Order so often that one becomes curious about what it is and what it means for Americans. The average citizen is labeled a crazy conspiracy theorist for talking about it or even mentioning it. I'm sure some of you are wondering right now why I'm bringing it up. But when a former Senator suggests that our current President might exploit the September 11 terrorist attack to "carry out . . . a New World Order," and when our NATO Supreme Allied Commander of the Atlantic U.S. Command says U.S. troops are part of the "New World Order," it is time to look the 'conspiracy theorist' labelers in the eye and ask, "Are you denying these quotes and the video tapes and the transcripts they are taken from? Are you charging that these people did not say these things?" Does this New World Order that our leaders are talking about mean more war for Americans? Does it mean the loss of our national sovereignty along with our liberty and prosperity? If it does, I'm against it. Americans are tired of perpetual war. We fought WWI and WWII. We fought Korea, Viet Nam and Desert Storm. We fought the Cold War. America has become the de facto muscle behind these endless UN 'peace keeping' and 'hot regional war' UN missions. Now we have this new endless war - the War on Terrorism. Don't misunderstand. Those who planned, supported and executed the 9-11 attack must be identified and brought to justice. All of them. But Americans are concerned that America has become a war culture. When our Vice President says the war may last the rest of our lives and when our President says that 2002 will be another 'War Year,' Americans, even pro-defense Republicans such as myself, begin to question our foreign policy. Bush speaking of the year 2002 --. The prospect of fighting a global war for the rest of our lives has frightening implications. What is this going to cost Americans? Patriotic Americans understand that during war, security is tightened and some liberties might be temporarily curtailed, but Americans are not ready for a perpetual war footing that costs us our national treasury and our constitutional liberties and personal privacy for the rest of our lives. Remember the Richard Gephardt quote? "We're in a new world where we have to rebalance freedom and security ... We're not going to have all the openness and freedom we have had." -- House Democratic Minority Leader Richard A. Gephardt, D-Mo. Commenting on the aftermath of the 9-11 attack on America --. Proponents of American military involvement in every conflict in the world will say that critics of U.S. involvement are 'isolationists.' The United States has never been isolationist. We have always engaged in foreign trade and in foreign diplomatic and cultural exchange. We will continue to do so. The United States must be very careful that our misguided foreign policy and our dependency upon foreign energy sources does not turn back on us like a run-away commercial jet airliner to destroy our very way of life that, ironically, was the target of the 9/11 attack. A Respect for Life Without a national respect for life, America's domestic and foreign policies will abuse life and not value it. In 1996, after five years of sanctions against Iraq and persistent bombings, CBS reporter Lesley Stahl asked our Ambassador to the United Nations, Madeline Albright, a simple question. Although this interview won an Emmy award, it was rarely shown in the U.S.. Stahl: "We have heard that a half million children have died [as a consequence of our policy against Iraq]. Is the price worth it?" Albright: "We think the price is worth it." If any abortion procedure could and should be prohibited, it should be the partial birth abortion. If I were to call a press conference and demonstrate a partial birth abortion on live puppies or kittens, I would be arrested, convicted of cruelty to animals and sent to jail. Yet, we allow partial birth abortions to continue on human babies because of some technicality in the loosely defined meaning of the word 'health' as it is associated with the mother. I support the health exemption to allow abortions when the mother's life is indeed at risk, however, I will never be convinced that partial birth abortions fall into the 'health of the mother' category. Abortion is fraught with politics, but when I look at pictures of the victims it is difficult to see the difference between the various procedures. They all look like slaughter. As long as this takes place for convenience instead of legitimate and serious health reasons, it is difficult to believe that America has any moral authority. My heart goes out to those women who, for whatever reason, must go through this invasive procedure. So you see the situation we are in? ALL abortions are now legal including the partial birth abortion and the post delivery (live birth) abortion that is performed by placing the delivered baby into a room and leaving it to die. The situation for the unborn can't get any worse. Being killed for convenience or for research makes little difference to the victim. And the magnitude of the problem is immense. Much more effort should be put towards putting this government and our nation on record as supporting life by creating a social and political atmosphere that brings into national focus the repulsive and totally evil nature of the partial birth and post birth (live birth) abortions. Perhaps then we can prohibit these barbarous acts. In this same vein, what kind of reasoning is it that says a parent should not have the right to give consent before their minor daughter undergoes such a serious medical and potentially fatal procedure such as abortion? This is a state matter, but I fully support parental consent and will actively lobby for it. Brave New World We are already up to our ankles in these issues that include, but are not limited to, human organ farming / harvesting, human cloning and genetic research that actually combines the human genome with segments of the genomes of plant and animal life. This has immense implications for human life on this planet, not to mention the possible implications for animal life. Before we blindly follow this path, we must take some time to think through the implications for life as we know it. Ask yourself, why the rush? The 'rush' is for economic competitive advantage - money. There is potentially much good that can come from genetic research. I support the slow and considered exploration of the human genome for preventative measures, but I fear we will not stop there. Currently, the purity of the human genome is threatened by those seeking fame and fortune. Researchers are competing to be the first to clone a human and the first to stake a claim on newly patented human life forms. Entities wish to profit by applying a patent to human life just as Monsanto has patented GE (genetically engineered) grains, which, by itself, has immense ramifications for farming. Human life cannot be patented the way grain seed has been. We cannot allow that to happen. My opposition to that attitude has nothing to do with my support of GM food research and commercialization. And my support of such research and commercialization is not a carte blanche endorsement of every scientific idea that will be hurled upon the world by those with no conscience. It could be disastrous, but it gets even worse. Once this fame and fortune race is run and the technology has progressed to the Genome Construction Kit stage, we will be faced with those hacking the human genome much like we have computer hackers today. Some gene hackers will do it for fun, some for challenge and some will be malicious in their motivation. Whatever the motivation, the end result, most probably, will be disastrous and irreversible. Equally frightening, discussions are taking place regarding genetic warfare. Ethnic groups or any group distinguished by a common trait in their shared genetic pool could be targeted. This bio-weapons technique could be used against humans and plants with implications beyond belief. It could become a reality if restrictions are not implemented. We must not allow genetic warfare to become a part of any arsenal. We must contemplate genetic engineering with the greatest of care. This is altering the program of life. Patents and the potential for enormous wealth must not be the overriding consideration for genetic exploration. The mapping of the human genome is like taking a picture of the highest uncharted mountain. Climbing to the top is another matter fraught with frightening risk to humanity. SUMMARY Elect David Sadler to Congress and I will defend the sovereign interests of our beloved nation and I will defend our beloved Constitution that is the target of enemies both foreign and domestic. I am running to help ensure that all American children grow up in the free America our generation has had the privilege of growing up in. I do not accept that my children and yours must live in an America with diminished liberty. If there are any phantoms about, they are phantoms of government-provided security. The young woman asked, "Mr. Franklin, what kind of government did you give us?" Ben Franklin replied, "A Republic - if you can keep it!" A frightening number are ready to be rid of our Constitutional Republic given to us by our forefathers. Can we 'keep it?' Not if we don't make an effort to understand the threats to it; not unless we have the courage to stand up and defend it and not unless we cling to our liberty as we would a life-line in a churning and angry sea. I will close with a quote that I find threatening if true. I have seen the flyer where the quote appeared, but I am mindful that anyone can print a flyer. All I can say is that if elected and I find that this is true, I will pin the brochure to my jacket and wear it until the person who ordered its printing and distribution is fired from government service or until I am ordered by the House to remove it, at which time I will call a press conference and name the person in the House leadership who ordered its removal.
